The India Meteorological Department
(IMD) on Thursday issued a red alert for Tamil Nadu and Puducherry, as well as
Idukki and Malappuram districts in Kerala, saying “heavy to very heavy rain
with extremely heavy falls” are expected to occur on Sunday.
A low pressure area that is likely to
form over the South-East Arabian Sea on Friday is expected to intensify into a
cyclonic storm and move towards Oman, said the IMD, warning that Tamil Nadu
could see more than 25cm of rainfall in isolated places on Sunday.
Fishermen were advised not to venture
out to sea till Monday. “Fishermen in deep sea areas of southeast and central
Arabian Sea are advised to return to coast before 6 October (Saturday),” the
IMD said.
Schools remained shut in Tiruvarur,
Cuddalore, Nagapattinam, Pudukkottai, Salem and Puducherry, following heavy
rainfall on Wednesday night and Thursday morning. The last time a red alert was
issued in Tamil Nadu was when the northern districts, including Chennai, were
flooded in 2015.
The other districts in Kerala, which
is just limping back to normalcy after severe floods in August, will see heavy
to very heavy rainfall, according to the IMD. Coastal and south interior
Karnataka and the Andaman and Nicobar Islands are expected to experience heavy
rain at isolated places. Lakshadweep is likely to see heavy to very heavy rain
on Saturday.
In Kerala, chief minister Pinarayi
Vijayan after a meeting on Thursday with top officials, including those from
the state disaster management cell, requested Tamil Nadu to open its dams on
the Kerala border as they are nearing full capacity. “All dams controlled by
Tamil Nadu have almost reached their maximum levels. So, (we) have decided to
ask the central water commission to give necessary directions to Tamil Nadu for
releasing water ahead of the rains,” the disaster management cell said after
the meeting.
Kerala also decided to open four dams,
albeit smaller ones—Sholayar, Peringalkuthu, Chimmony and Peechi. The
government has asked the executive engineers monitoring the dams to remain in
close contact with respective district collectors. It is also sending satellite
phones to all dam sites, as well as key power and water offices.
Five additional teams of the National
Disaster Response Force were expected to arrive in Kerala on Thursday. Meanwhile,
the Tamil Nadu revenue department has directed all district collectors, especially
those of the coastal districts, to be prepared to face heavy rain and set up
relief camps.
“Circulars have been issued to all
district administrations to take necessary precautionary measures,” revenue
administration and disaster management commissioner K. Satyagopal said in
Chennai. Tamil Nadu chief secretary Girija Vaidyanathan held a meeting with
officials of the revenue department on Thursday to discuss preparatory
measures.
A red alert is issued for “extremely
heavy rain” with intensity of more than 21cm. Orange coloured warnings are
issued for “very heavy rain” rainfall in the range of 12-20 cm, while “heavy
rain” of 7 to 11 cm is indicated in yellow.
